The mechanism is straightforward. Most head contact in rugby occurs when the tackler's head meets the ball carrier's head, shoulder or knee, and lowering the contact point reduces the frequency of that collision.

Concerns raised when the changes were introduced centred on unintended consequences — more knee-to-head contact and more offloads from an upright ball carrier. The data so far suggests the net effect remains favourable.

For community rugby in New Zealand, where medical support is thinner than in the professional game, the findings matter most. Prevention through law is more reliable than detection on the sideline.
